New FMS-OnlyModifiedSince and 304 response code

I implemented the new FMS-OnlyModifiedSince header this past weekend.  I noticed in the documentation it indicates that 
a HTTP 304 response will be provided if nothing has been modified.  (This is in the "Last-Modified, FMS-
OnlyModifiedSince, and If-Modified-Since Headers" section.)

Under the Response Codes section, it indicates the HTTP 304 response is "Not currently implemented. Reserved for future 
use."  You might want to update this to being implemented and maybe a description.

Thanks for the note- I've updated the documentation definition. In the future, please use "Trackers" for items like this
, since they are more "to do" and not really "discussions".
