OffSeason FMS 2018 Failed Install

Failing to connect download from Microsoft for .NET 4.7.1 - I can download the files via chrome, but the request fails 
when installing on the server.

Windows Firewall is fully disabled, not sure why that's happening.

Installing it as a prereq, then restarting fixes that step. SQL Express continues properly as expected

I had this problem too, Try checking that you don't have any previous versions installed and if you have any 
installations of SQL server 2016 or earlier, if you do uninstall both and retry. For more info on this: http://wpilib.

This worked for me this year.
